ICBC GLP Changes 2026: Do BC N Drivers Still Need Driving Lessons?
ICBC is changing British Columbia's Graduated Licensing Program on October 19, 2026. Safe habits still matter after the GLP changes
The pathway is changing, but real driving still depends on observation, judgment, speed choice, space management, and calm decision-making.
According to ICBC, starting October 19, 2026, eligible Class 7N drivers will move forward through a Driving Record Assessment instead of taking the second road test to exit the GLP.
In simple terms, ICBC will look at the driver's record. ICBC's public information refers to factors such as driving prohibitions, suspensions, excessive speeding tickets, and use of electronic device tickets.
If a driver qualifies, they may be able to upgrade to a Class 5 licence with restrictions. ICBC identifies this as restriction 55, which requires zero blood alcohol content and zero blood drug content while driving for 12 months.
No. It means the purpose of driving lessons becomes clearer.
If lessons were only about memorizing a road test route, fewer road tests would make lessons less important. But good instruction should never be just route memorization. A useful lesson helps a student build habits that continue after the instructor leaves the car.
A Driving Record Assessment focuses on real driving history. That makes everyday habits more important, not less important.
Observation
Mirror checks, shoulder checks, intersection scans, and hazard perception need to happen early enough to affect your decision. A late check is often the same as no useful check.
Space management
Safe drivers leave themselves options. That means proper following distance, smart lane position, room around parked cars, and enough space when stopping.
Speed choice
The speed limit is not always the right speed. Safe drivers adjust for weather, traffic, visibility, road shape, pedestrians, school zones, and playground zones.
Independent decisions
A strong driver can make calm decisions without waiting for a prompt. That includes lane changes, merges, turns, parking, and reacting to other road users.
ICBC says drivers under 25 still need 24 months of driving with no driving prohibitions or suspensions before upgrading, or 18 months if they have completed an approved GLP course.
While driving with a Class 7 licence, under-25 drivers still need to follow N-stage rules. ICBC's public page says drivers must still display the N sign, avoid alcohol or drugs in their blood while driving, avoid phone or electronic device use, and follow passenger restrictions unless an eligible supervisor is present.
ICBC says Class 7 drivers who are 25 or older may be eligible to apply for a Driving Record Assessment and upgrade to a Class 5 licence with restrictions after 12 months of proven safe driving with a Class 7 licence.
After upgrading, ICBC says drivers will no longer need to display the N sign and will no longer need a supervisor to drive with more than one passenger. Restriction 55 still applies for 12 months.
No driving school should promise that you qualify for a licence upgrade. Zula cannot determine your official eligibility date, remove restrictions, change your licence status, or override ICBC policy.
