The white car enters while traffic beyond the junction is backing up. Scan far enough ahead to confirm there is space for your whole vehicle after the turn. A green signal does not create an exit when the receiving lane is full.
The lesson car stays behind its stop line through the green arrow because it cannot clear the junction. Accept a missed signal cycle, and do not let a driver honking behind you push you into blocking cross traffic.
