After a full stop, you may be able to turn right on red if no sign prohibits it. But if a pedestrian is approaching the crosswalk, wait behind the stop line until they cross.
If you stopped first, shoulder checked, and no one is coming to use the crosswalk, you may inch forward to improve your view of cross traffic before turning.
If the crosswalk was clear when you moved forward and a pedestrian arrives later while you are checking cross traffic, do not reverse. This is why the first full stop behind the line matters.
If someone is walking with intent toward the crosswalk, do not move forward and cut them off. Stop, check, and only creep forward when the pedestrian path is clear.
If you cannot see enough of the crossroad after obeying the required stop and pedestrian checks, you are permitted to move into the crosswalk area when no pedestrians are coming to use it.
